MORATORIUM ON INSPECTIONS — AN IMPORTANT STEP TOWARDS SUPPORTING ENTREPRENEURSHIP AND DEVELOPING A FAVOURABLE ECONOMIC ENVIRONMENT

With the aim of providing state support for entrepreneurial activities, creating favourable conditions for attracting investment, developing the country’s production and export capacity, and creating new jobs, at the initiative and through the direct efforts of the President of the Republic of Tajikistan, Leader of the Nation, His Excellency Emomali Rahmon, a moratorium on all types of inspections of small and medium-sized business entities, with the exception of inspections conducted by tax authorities, is hereby declared until January 1, 2029.

This initiative represents a continuation of the consistent policy of the Government of the Republic of Tajikistan aimed at supporting entrepreneurship, protecting the interests of entrepreneurs, and improving the investment climate. It provides a favourable foundation for strengthening the private sector and creating greater opportunities for the development of production.

It should be noted that, at the initiative of the Head of State, moratoria on inspections of business entities have been declared several times during the period 2008–2026. These initiatives have played an important role in the development of entrepreneurship, the manufacturing sector, investment attraction, and the creation of new jobs. Previous moratoria, in particular, helped reduce unjustified and repeated inspections and create favourable conditions for entrepreneurs to conduct their activities freely.

According to the provisions of this decree, the Government of the Republic of Tajikistan has been instructed to submit the relevant regulatory legal act within one month to ensure its implementation. Relations associated with the implementation of the moratorium are regulated under the Law of the Republic of Tajikistan “On the Moratorium on Inspections of Business Entities.” This law establishes the legal foundations and procedures for implementing the moratorium and ensures the protection of citizens’ rights and legitimate interests.

The implementation of such support measures is particularly important under conditions in which the number of business entities and individual entrepreneurs in the country is showing an upward trend.

According to data from the State Register of Enterprises and Organizations of the Republic of Tajikistan, as of October 1, 2026, a total of 401.1 thousand economic entities were registered in the republic, including public organizations and government institutions registered with the Ministry of Justice. Of this total, 42.5 thousand are legal entities and 358.6 thousand are individual entrepreneurs.

Compared with the same period of the previous year, the total number of economic entities increased by 18.2 thousand, or 4.8 percent. In particular, the number of legal entities increased by 1 thousand (2.4 percent), while the number of individual entrepreneurs increased by 17.2 thousand (5.0 percent).

At the same time, during this period, 1,771 newly established legal entities were registered in the republic. The largest share was recorded in the city of Dushanbe, with 663 entities, or 37.4 percent. In addition, 417 entities (23.5 percent) were registered in Sughd Region, 334 (18.9 percent) in the Districts of Republican Subordination, 287 (16.2 percent) in Khatlon Region, and 70 newly established legal entities (4.0 percent) in the Gorno-Badakhshan Autonomous Region.

Individual entrepreneurs occupy a significant position in the structure of economic entities. As of October 1, 2026, their number had reached 358.6 thousand. Of these, 41.7 thousand operate on the basis of a certificate, 61.1 thousand on the basis of a patent, 72.2 thousand on the basis of a certificate under special conditions, and 183.6 thousand operate in the form of dehkan (peasant) farms.

A comparison with the same period of the previous year shows that the number of active individual entrepreneurs increased by 17.2 thousand, or 5.0 percent. In particular, the number of entrepreneurs operating on the basis of certificates under special conditions increased by 6.3 thousand, or 9.6 percent; those operating on the basis of patents increased by 6.3 thousand, or 11.5 percent; those operating on the basis of certificates increased by 2.6 thousand, or 6.6 percent; and the number of individual entrepreneurs operating dehkan farms increased by 2.0 thousand, or 1.1 percent.

During the reporting period, the process of establishing new business entities also continued, with a total of 34,046 individual entrepreneurs registered. Of this number, 6,181 began their activities on the basis of certificates, 11,471 on the basis of patents, 12,631 on the basis of certificates under special conditions, and 3,763 began operating in the form of dehkan farms.

It can be stated that the statistical indicators of the entrepreneurial sector demonstrate an upward trend in the number of economic entities, an increase in the number of individual entrepreneurs, and the establishment of new economic entities. The announcement of a moratorium on inspections of small and medium-sized business entities, as an important measure of state support, can also contribute to strengthening this trend, increasing entrepreneurial activity, and expanding a favourable investment climate in the country.
