DECREE OF THE PRESIDENT OF THE REPUBLIC OF TAJIKISTAN

On the Preparation and Conduct of the Population and Housing Census of the Republic of Tajikistan in 2030

In accordance with Article 4 of the Law of the Republic of Tajikistan “On Population Census”, for the purpose of obtaining data on the population size and distribution within the territory of the Republic of Tajikistan for the development of state forecasts, concepts, strategies and programmes of the socio-economic development of the republic and demographic processes, I hereby decree:

1. To conduct the Population and Housing Census from 1 to 31 October 2030 throughout the territory of the Republic of Tajikistan.
2. To assign the responsibility for the preparation, conduct, processing, tabulation and publication of the Population and Housing Census to the Agency on Statistics under the President of the Republic of Tajikistan.
3. For the purpose of organizing and conducting the Population and Housing Census in 2030, to authorize the Agency on Statistics under the President of the Republic of Tajikistan to recruit personnel on a contractual basis, including:

• 13 positions in the central office of the Agency on Statistics under the President of the Republic of Tajikistan from 1 July 2026 to 31 December 2033;
• 22 positions in the Main Departments of the Agency on Statistics under the President of the Republic of Tajikistan in the Gorno-Badakhshan Autonomous Region, the regions and the city of Dushanbe from 1 January 2027 to 31 December 2032;
• 108 positions in the statistical departments, divisions and sectors of the cities and districts of the republic from 1 July 2027 to 31 December 2031.

4. To finance the expenses related to the maintenance of the above-mentioned personnel from the funds allocated for the conduct of the Population and Housing Census.
5. In order to ensure the timely organization and high-quality conduct of the Population and Housing Census in 2030, to provide for an increase in the average salary of the recruited personnel by 1.5 times compared to the official salaries of the regular employees of the Agency on Statistics under the President of the Republic of Tajikistan.
6. The Ministry of Finance of the Republic of Tajikistan, based on the submission of the Agency on Statistics under the President of the Republic of Tajikistan, shall finance the activities related to the preparation, conduct, tabulation and publication of the results of the 2030 Population and Housing Census of the Republic of Tajikistan from the state budget for 2026–2033 and grants of international organizations.
7. Ministries and agencies, as well as local executive bodies of state authority, shall provide comprehensive practical assistance to the state statistical authorities to ensure the quality and timely implementation of this activity.
