TAJIKISTAN DELEGATION PARTICIPATES IN A SEMINAR-CONSULTATION IN ASTANA, REPUBLIC OF KAZAKHSTAN, FOR EXPERIENCE EXCHANGE

From July 21 to 25, 2025, a working group led by the First Deputy Director of the Agency on Statistics under the President of the Republic of Tajikistan, Aso Nurullo Asvat, and composed of representatives from the Executive Office of the President, the Agency on Statistics, and the Ministry of Finance of the Republic of Tajikistan, is on a working visit to Astana, Republic of Kazakhstan, to participate in a seminar-consultation and exchange experiences.

The seminar-consultation covers the following main topics: the “Government Finance Statistics Manual – 2014,” “National Wealth,” and the “Green Economy.”

One of the main objectives of the seminar is to introduce and train specialists of the System of National Accounts and Government Finance Statistics of the Agency on Statistics under the President of the Republic of Tajikistan in the experience and practices of the Republic of Kazakhstan in national accounts. Special focus is given to advanced methodological and practical issues related to the sequence of compiling national accounts, based on the conceptual framework of the System of National Accounts 2008 (SNA-2008).

It was noted that during the event, the implementation of the “Green Economy” concept as a foundation for sustainable development across all vital sectors globally was also discussed.

Another important objective of the seminar is to exchange experience in improving the business and institutional register system and its application in accordance with international standards.

Aso Nurullo, First Deputy Director of the Agency on Statistics under the President of the Republic of Tajikistan, emphasized that, given the transition to international standards in official statistics—especially regarding mechanisms for registering enterprises and organizations and using such data—the Agency has decided to study international experience, including the practices implemented in the Republic of Kazakhstan. The aim is to implement timely and high-quality registration of entities, improve statistical observation processes, and reduce the additional burden on respondents.

The Republic of Kazakhstan is one of the leading countries in the region in terms of implementing enterprise registration systems. The current system in Kazakhstan ensures the integration of data with tax authorities, timely registration, a high level of automation, data reliability, and regular updates.

During the training seminar, the following key areas are being addressed:

• Legal and institutional foundations of enterprise registration;
• Data sources and structure (tax, registration, statistical);
• Information systems and databases;
• Classification of enterprises by size, region, and sector;
• Integration with other state information systems;
• Use of the register for planning statistical surveys;
• Data quality assurance and verification;
• Confidentiality and protection of personal and commercial data;
• Priority areas for automation and the use of new technologies (APIs, real-time data exchange).

This training represents an important step in the modernization of Tajikistan’s national statistical system, the development of enterprise and organization registration, and the strengthening of international cooperation and integration of statistical processes. It is expected to contribute positively to the further improvement of statistical activities.

As part of the working visit program, an expanded exchange of experience is also planned on topics related to the formation of the national accounts system, enterprise and organization registration, and the implementation of the “Green Economy” concept.
