In the modern conditions of globalization, the rapid development of information and communication technologies, and the expansion of global processes, the prevention of extremism and terrorism is considered one of the important issues in ensuring national security, protecting social stability, and strengthening the foundations of statehood. These dangerous phenomena may negatively affect the peaceful lives of citizens, national unity, public order, and the sustainable development of the country. Therefore, countering them is not only the task of law enforcement agencies but also the shared responsibility of the state, society, and every citizen.
Extremism represents an undesirable phenomenon that manifests itself in various forms and may be aimed at inciting hatred and hostility, promoting intolerance, undermining public security, and violating human rights and freedoms. Terrorism, in turn, is one of the dangerous forms of crime associated with the use or threat of violence for the purpose of intimidating the population, influencing decision-making by government authorities, or destabilizing the public situation. Both phenomena threaten universal human values, peace, stability, and peaceful coexistence in society.
The legal foundations for countering these undesirable phenomena in the Republic of Tajikistan are established by the Constitution of the Republic of Tajikistan, national legislation, and other regulatory legal acts, including the laws of the Republic of Tajikistan “On Countering Extremism” and “On Countering Terrorism.” The purpose of implementing these acts is to prevent such phenomena, protect the rights and freedoms of individuals and citizens, ensure public security, and strengthen the rule of law.
In order to strengthen preventive efforts and ensure the implementation of relevant measures, the Internal Departmental Plan for the Implementation of the Strategy for the Prevention of Extremism and Terrorism for 2026–2030 was approved pursuant to Order No. 26 of 31 July 2026, issued by the Director of the Agency on Statistics under the President of the Republic of Tajikistan. The implementation of this plan is aimed at improving employees’ legal awareness, strengthening awareness-raising and preventive activities, and ensuring the timely implementation of the planned measures.
The prevention of extremism and terrorism begins primarily with improving citizens’ legal, political, and cultural awareness. Every person should know their rights and obligations, comply with the requirements of the law, and value peace, stability, tolerance, and mutual respect. In this process, particular importance is attached to educating young people in the spirit of patriotism, national self-awareness and identity, respect for national and universal values, as well as the development of independent thinking and a sense of responsibility.
In the context of the development of digital technologies, the proper and responsible use of social media is also considered one of the important areas of prevention. When using the internet, citizens should pay attention to the content and source of information and refrain from spreading false news, provocative materials, and information that may incite hatred, hostility, or intolerance. Verifying the accuracy of information and relying on trustworthy sources are important for preventing the negative effects of unverified information.
Families, educational institutions, government authorities, mass media, and civil society play a very important role in preventing these phenomena. The family plays a fundamental role in shaping children’s worldviews and moral values, while educational institutions contribute to improving knowledge, legal education, and the development of an active civic position. Cooperation between government institutions and society makes it possible to organize awareness-raising activities more effectively and create favorable conditions for preventing factors that contribute to extremism.
Employees of government bodies, including employees of the Agency on Statistics under the President of the Republic of Tajikistan, are also required, within the scope of their official powers, to contribute to compliance with the law, strengthening labor discipline, improving legal awareness, and ensuring the timely implementation of planned activities. Compliance with professional ethics, a responsible attitude toward official duties, and active participation in information and awareness-raising activities are among the factors that contribute to strengthening a healthy social environment and increasing civic responsibility.
At the same time, the prevention of extremism and terrorism must be carried out in strict compliance with the law, with respect for human rights and freedoms, and through the application of lawful and preventive measures. Raising citizens’ awareness, strengthening trust in government authorities, and expanding constructive cooperation among the relevant institutions are important for ensuring public security.
In conclusion, the prevention of extremism and terrorism is an important task of the state and society, and the contribution of every citizen is necessary to preserve peace, stability, and national security. Only through respect for the law, improving legal awareness, educating the younger generation in the spirit of patriotism, the responsible use of information technologies, and constructive cooperation among all segments of society can we preserve a safe and peaceful environment, national unity, and the sustainable development of the Republic of Tajikistan.
