A meeting of the Methodological Council was held at the Agency on Statistics under the President of the Republic of Tajikistan, chaired by the Director of the Agency and Chair of the Methodological Council, Jamshed Nurmahmadzoda. The meeting addressed issues related to improving the statistical reporting system, developing new reporting forms, and aligning statistical indicators with international standards.
At the beginning of the meeting, the Director of the Agency emphasized the importance of continuously improving statistical methodology, enhancing the quality of collected data, and ensuring the comparability of indicators. He then introduced the agenda to the participants.
During the discussion, new interagency statistical reporting forms on climate change indicators and the import and export of hydrofluorocarbons were presented and discussed. Amendments and additions to the statistical reporting form on natural and technological emergencies were also considered.
It was emphasized that the development of new reporting forms on climate change and hydrofluorocarbons provides a necessary basis for establishing a systematic data collection process, monitoring environmental indicators, and fulfilling the international obligations of the Republic of Tajikistan. These data are important for preparing national reports, assessing climate trends, and implementing environmental protection measures. It was noted that the proposed forms had been coordinated with the relevant ministries and agencies.

The meeting also considered improvements to the statistical reporting form on emergencies, emphasizing the need to expand aggregate indicators and provide more comprehensive information on the consequences of such events. In particular, introducing a breakdown of data on injured persons and fatalities by sex, age group, and disability status will make it possible to assess more accurately the impact of emergencies on different population groups and strengthen the evidence base for developing effective prevention measures and protecting the population.
The meeting continued with a discussion of the transition to the 2008 System of National Accounts (SNA 2008) and the necessary amendments and additions to the relevant statistical reporting forms. In this context, the need to review methodological proposals was emphasized, including those concerning the introduction of quarterly net reporting in sectoral statistics and improvements in the calculation of macroeconomic indicators. It was decided that the relevant proposals would be reviewed again after the identified shortcomings had been addressed and the proposals coordinated with the Agency’s responsible structural units.
At the conclusion of the meeting, the Director of the Agency issued specific instructions to the Secretary and members of the Methodological Council to strengthen the Council’s work, further improve statistical methodology, thoroughly examine specialists’ proposals, and ensure the quality of documents being developed.
Following consideration of the agenda, the Methodological Council approved the new interagency statistical reporting forms on climate change and hydrofluorocarbons and endorsed the amendments and additions to the statistical reporting form on emergencies. The necessary instructions were also established for reviewing matters related to the transition to SNA 2008 and improving the relevant statistical reporting forms.
