Since Independence, Goskomstat has cooperated with many international organizations.
Asian Development Bank (ADB)
In 2002, Goskomstat conducted a survey of poverty indicators based on household assets at 6000 households. The ADB provided help from an international consultant for three missions to teach Goskomstat specialists how to implement and analyze such surveys. In addition to the ADB, the International Monetary Fund (IMF) and WB participated in the trainings.
World Bank (WB)
In 1999 Goskomstat conducted a survey of the living standards of the population of Tajikistan at a sample of 2000 households. The consultant taught Goskomstat specialists to implement and analyze the survey for one month. In 2003, Goskomstat conducted a second survey of living standards at 4160 households. The international consultant for one month taught the Goskomstat specialists how to implement and analyze such surveys.
In 2003 a proposal to finance the Strengthening of national statistics program was developed. by World Bank. Tasks include:
Institutional and statistical diagnoses, preparation of strategic plan (the present report).
Strengthening of the system of national accounts.
Surveys for tracing expenses in Health and Education sectors.
Conducting a household labor force survey for the first time.
A. Eurostat
Shortly after Independence, the TACIS program of Eurostat provided support to Goskomstat with their international program of 1993- 1994. The first phase consisted of two basic components: technical assistance and education. The project focused mainly on consulting activities, statistical issues as well as the following sectors: registry of enterprise, statistics of enterprises and statistics of external trade. TACIS provided help in upgrading the enterprise registry, including the questionnaire (card) for the registry, and in drawing samples for surveys. During the first phase of the project TACIS funds were used to implement pilot sample surveys on enterprise statistics, introduce international nomenclature and improve data quality on external trade statistics. In addition, TACIS recommended closer cooperation between customs and Goskomstat, and signed an agreement with the Customs Department regarding delivery of data on external trade. For training, a series of courses was conducted as well as seminars and consultancies regarding various types of statistics. In 1997 Goskomstat published Tajikistan in figures-1996 in Russian and English.
In March 1999, Eurostat agreed to renew TACIS assistance in the framework of statistics-3. The program for assistance to Tajikistan was entitled: Reforms in the sector of official statistics of Republic of Tajikistan. Goskomstat proposed the following issues for priority consideration under TACIS 3 in a letter to Eurostat in April 1999:
Registry of enterprises;
Enterprise statistics;
Statistics of external trade;
Publication and dissemination of statistical data;
Price index for construction;
Results were as follows:
A classification system for economic activity was elaborated to harmonize with international systems and was implemented for the registry. On December 8 1998, the Government passed and adopted regulation No. 496 on Ratification of Classification and of Re-registration of Establishments in the Republic of Tajikistan. A new version of registry software was created which supported the re-registration of enterprises and organizations. Goskomstat was thus able to update the registry and conform it to the new classification system.
Reporting of export and import commodities by country of origin and destination was implemented based on mirror statistics, for comparison with national statistics. In addition, indexes of unit price and of physical volume for annual export and import commodities were computed for annual data, based on a consistent classification.
In agreement with international standards, Goskomstat conducted sample surveys of private economic activity to determine the volume of production.
Conjuncture surveys were implemented for industrial enterprises and construction subcontractors to observe cyclical fluctuations as well qualitative indicators of changes in business conditions during the transition period.
A methodology and set of procedures was implemented for price indexes in construction. This included a list of sample enterprises and a questionnaire. A pilot survey was conducted at 120 construction establishments during 1 to 25 March 2001.
Several courses, seminars and consultations were given for various sectors of statistics.
Tajikistan in Figures-1998 and Tajikistan in Figures-2000 were published in both Russian and English. Results of the population census of year 2000 were also published.
Main computer center specialists attended seminar on local area networks (LAN) in Kazakhstan. In addition, equipment was provided to set up a LAN at Goskomstat headquarters, to which 52 computers are now connected. However, the usefulness of the LAN has been limited.
TACIS 3 was completed by December 2001.
In July 2003, a Eurostat mission visited Tajikistan to get acquainted with the statistics system of the republic. It was the first time such a mission had taken place. During the visit, past, present and future cooperation was discussed as well as the elaboration of components of the project statistics- 8, priorities for statistics -9 (budget 2003), and possibilities for statistics-10 (budget 2004).
UN Development Programme (UNDP)
The project Enhancing Transparency Through Improved Dissemination of Statistical Information was started in July 2004 with the financial assistance of UNDP and technical guidance of IMF. It includes two stages: 1) metadata preparation in Russian and English for Tajikistan's participation in IMF's GDDS and 2) website preparation for Goskomstat. The results will be follows: enhancement of statistical data quality, timelines and availability. In the framework of this project the preparation of comprehensive statistical database which includes data on all sectors of economy and data for several series of years was started. Access to the database will be free of charge.
