Within the framework of the Project Implementation of the National Strategy for the Development of Statistics, the second visit was made by the International SNA Expert, Mr. Alexey Ponomarenko to the Agency.

According to the Twining Partnership Contract signed between the Agency on Statistics under the President of the Republic of Tajikistan and the Joint Venture (Consortium) headed by DevStat, the visit is being made during period of November 20 to 24, 2017, by the key expert, Mr. Alexey Ponomarenko.

The main objective of the experts mission is to assist the AS in developing the capacity to produce statistical information on selected areas of the System of National Accounts (SNA) in accordance with international standards.

 
This mission was carried out for two purposes:
 
Task 1: Assessment of the non-observed economy
The training of AS staff on the methodology for estimating the parameters of non-observed economy using the commodity flow method
The experimental estimation of the parameters of non-observed economy on several of the most significant products (determined by specialists of the AS) based on the commodity flow method.
Preparation of methodological recommendations for using the method of commodity flows under the conditions of the Republic of Tajikistan.
 
Objective 2: Recommendations on the transition to the SNA2008 - Analysis of the capacity and capabilities of the AS for the transition to the SNA2008 and the presentation of practical recommendations, including a roadmap.
 
Mr. Alexey Ponomarenko carried out his mission in close cooperation with the Statistics Department of the National Accounts and Statistics System of the Agency on Statistics and other representatives of the AS, developed the recommendations on the topics listed above as well as will prepare conclusions and recommendations for the future.
