Within the framework of the Project "Implementation of the National Strategy for Development of Statistics" the visit was made by Expert, Ms. Pilar Guzman
According to the signed Twinning Partnership Contract between the Agency on Statistics under the President of the Republic of Tajikistan and the Joint Venture (Consortium) headed by DevStat, from June 26 to June 30, 2017, the visit was made by the Key Expert, Ms. Pilar Guzman. The main objective of this expert mission was to provide technical assistance in preparing the module on the time budget for the household survey interviewers.
During the visit, the meetings were held with the management of the Agency for statistics, the Project Implementation Team and AS staff who are directly related to the household budget survey and the time budget module.
The assessment and improvement of the methodology used in the AS was conducted for the household budget survey, including the data collection process, sampling, questionnaires, etc., and preparation of a draft program of internal training of interviewers of the household survey on the introduction of the budget of time module.
During the visit by Ms. Pilar Guzman, a trip to the statistics department of Hissar district was organized on June 29 and a meeting was held with the household budgets economists who quarterly polls 120 households. Ms. Pilar was interested in the household survey methodology, selection of new households within the cluster, the behavour of the households toward the new modules on the "Time Budget Survey".
It is planned to introduce this module into the household budget survey until November 2017 as a pilot survey, and to conduct in early 2018 a full-scale survey. During the meeting it was also discussed the issue of studying the experience of other countries in conducting a study on the "Time Budget Survey".
On June 30, Ms. Guzman met in the World Bank s Office with the Co-TTL of the ECASTAT Project, Mr. Alisher Rajabov. During the meeting the issues of conducting the "Time Budget Survey" had been discussed before the completion of the project. Since this Survey will be conducted for the first time in Tajikistan, it is necessary to prepare the necessary tools, guidance, questionnaires, and develop an action plan within 2-3 months. During the course of the meeting the size of the sample for this survey and funding had been also discussed.
