Seminar-meeting with business entities on the transition to electronic form of reporting in the field of trade and services

 On May 26, 2017 a seminar- meeting was held at the Agency on Statistics under the President of the Republic of Tajikistan, which was attended by more than 200 heads and chief accountants of business entities in the field of trade and services. In addition the seminar was attended by the representatives of the ECASTAT-Implementation of the National Strategy for Development of Statistics Project, UNDP - Improvement of the Trade Statistics System Project and the Ministry of Economic Development and Trade of the Republic of Tajikistan.

 
The goal of the seminar was to educate on transition to electronic reporting in the field of trade and services statistics, as well as the introduction of a new version of the General Classifier of Economic Activities, Rev. 2 (GCEA, Rev.2) into trade and services statistics. 
 
Specialists programmers in their presentation presented procedures for electronic reporting of forms 1-trade (monthly reporting form), form 3 – trade and 1-service (monthly).
 
It should be noted that the introduction of electronic reporting forms 1-trade (monthly reporting form) and 1-service (monthly) is envisaged within the ECASTAT Implementation of the National Strategy for Development of Statistics Project while the introduction of Form 3 - trade within the UNDP Improvement of the Statistical System Trade Project.
 
Within the framework of the ECASTAT National Strategy for Development of Statistics Project, an electronic form of reporting on labor statistics (monthly) of the statistical form 1-T Labor Report and the Labor Movement Report (quarterly) had been introduced from July 1 2015. Since April 2016, an electronic form of reporting 1-Labour (quarterly) on the movement of labor and workplaces was introduced. Currently, 98.2% of the reporting enterprises and organizations provide electronic form of reporting. 
 
Since May 1, 2016, an electronic form of reporting on industry as per the form 1-P (urgent, monthly) was introduced. Presently 78.9% of the reporting enterprises and organizations submit electronic reports on the industry.
 
The following transition to electronic reporting is planned 2017: 1-capital construction (monthly), 1 - trade (monthly), 1- services (monthly), registration card for updating the statistical register (annual) and the household books of local government.
 
At this event the specialists of the Agency on Statistics under the President of the Republic of Tajikistan presented information on reducing respondents’ burden, reducing forms of statistical reporting for the subjects of trade and services, eliminating duplicate records.
 
One of the urgent tasks facing the statistical bodies is the introduction of a new version of the General Classifier of Economic Activities, Rev.2 (GCEA, Rev.2) in the field of trade. A lot of work has been done to develop electronic forms of statistical reporting on trade and services statistics.
 
It should be noted that within the framework of the UNDP Improvement of the Trade Statistics System Project, a number of relevant tasks have been performed as well as with the view to reduce respondents burden and eliminating duplicate records as the inventory of all forms of statistical reporting in the field of trade statistics has been carried out. Head of the Trade Statistics Department, MTS and FER PE MCC of the Agency, Mr. Zanjirbekov D. informed that out of 18 operating forms of statistics only 9 remained as a result of inventory. The rest of the forms were reduced. Since 2018, all trade entities will present only 9 forms of state reporting on trade statistics.
 
Also, the main factor affecting the revision of reporting forms is the introduction of a new version of the General Classifier of Economic Activities, Rev.2 (GCEA 2)
 
Head of the Department for Management of Registers, Classifiers and Dissemination of Statistical Information of the SI MCC of the Agency, Ms. Rajabova N.S. presented a presentation on the topic Introduction of the GCEA 2 into trade and service statistics and explained about the difference between the GCEA version 1 and the GCEA version 2. It was noted that pursuant to paragraph 15 of the Resolution of the Government of the Republic of Tajikistan under No. 614 as of October 29, 2015, a number of measures were envisaged to implement the General Classifier of Economic Activities, revision 2 into the statistics system of the Republic of Tajikistan.
 
The following activities have been carried out with the support of UNDP Im-provement of the Trade Statistics System Project in order to implement the Plan of activities of this Resolution:
 
review of distinctions between the GCEA 1 and 2 jointly with the departments of trade and service statistics, foreign economic relations, maintaining registers, classifiers and dissemination of statistic information;
cooperation with the ministries and agencies regarding the introduction of GCEA 2 into trade and service statistics;
cooperation with the local authorities on the introduction of GCEA 2 into trade and service statistics;
meetings between business entities to carry out explanatory work on the introduction of GCEA 2 into trade and service statistics in order to provide qualitative and accurate statistical information;
conducting of similar trainings/seminars has been warmly welcomed by the participants and many proposals and recommendations were submitted.  
 
The Agency management emphasized that these trainings will be arranged throughout the country s regions and recommendations received will be submitted to the Methodological Council of the Agency on Statistics for consideration.
