The donor meeting was conducted in the Agency on Statistics
On October 25, 2016 the donor meeting was conducted in the Agency on Statistics under the President of the Republic of Tajikistan which was attended by the management of the Agency on Statistics, Main Computer Centre, the representatives of the World Bank, representatives of the DevStat Consortium, Representative of the Food and Agriculture Organization of the United Nations (FAO) in Tajikistan, World Food Programme, the UN Children Fund (UNICEF), UNDP in Tajikistan (the UNDP), the World Health Organization (the WHO), the German Society for International Cooperation (of GIZ), the Aga Khan Organization for Development, Turkish International Cooperation Agency (TICA),
International Labour Organization, the US Agency for International Development (USAID), International Monetary Fund, the EU Project in the Ministry of Health, representatives of ministries and departments, heads of departments of the Agency on Statistics, staff of the project implementation group on the development of the National statistical system under Agency on Statistics.
In the course of this meeting the following issues were discussed: report on the events conducted during 9 months of 2016 within the framework of the ECASTAT Project "Implementation of the National Strategy for Development of Statistics (NSDS)", preparation for upcoming population and housing census of 2020, preparation for the water users survey.
The event was opened with introductory remarks by Director of the Agency on Statistics under the President of Tajikistan, Ms. Hasanzoda Gulnora Kenja. It was noted that one of the main objectives of today meeting is to strengthen the coordination of our work, as well as to consider the opportunity on attracting additional efforts to improve statistical records.
Mr. Rustam Ziyoev - ECASTAT Project Coordinator in his presentation presented in detail the report on the activities conducted for the first 9 months of 2016 within the framework of the ECASTAT Project "Implementation of the National
Strategy for Development of Statistics (NSDS)". The Terms of Reference was developed and agreed with the World Bank. On August 18, 2016, after negotiations, a contract was signed with a consortium led by the DevStat Company (Spain).
Ms. Margarita Rohr - Deputy Director of DevStat Project presented in detail the DevStat Consulting Company, its international experience, project team on twining partnership, main aspects of cooperation on "Implementation of the National Strategy for Development of Statistics".
Then, the International Expert, Team Leader of the experts group of the DevStat Consortium, Mr. Petteri Baer made a presentation on the best practices of the project, preparation of a detailed work plan for TAJSTAT II.
It was noted that one of the preconditions for achieving sustainable results which will remain and continue even after the project completion is the fact which will be done jointly with the Tajik experts.
Deputy Director of the Agency on Statistics under the President of the Republic of Tajikistan, Mr. K. Davlatzoda made a presentation on preparations for the upcoming population and housing census of 2020. It was noted that the population and housing census is the main source of formation of the regional information resources concerning the number and structure of the population, its distribution in the territory of the Republic of Tajikistan in conjunction with socio-economic characteristics, national and language composition of the population, its level of education, housing conditions.
It was also stressed that the census is a large-scale and costly event and in this case the donor support is of great importance.
On the issue under agenda "Preparation for water users survey" the presentation was made by the Head of the Department for Agricultural Statistics and Environmental Protection, Mr. Z. Khojaev who noted that in the Republic of Tajikistan the water cadaster has been not developed since 2003 due to the fact that there is no full coverage of all water users for reporting.
The number of water users up to 2002 was about 2.5 to 3.0 thousands. According to the "single window" system, the number of dehkan farms rose up to 150 thousand, which are the main water users in agriculture. In order to improve the collection and analysis of data it is scheduled to conduct sample water users survey. This work is being conducted jointly with NIIGM, Committee for Environmental Protection.
At the end of the meeting the management expressed hope that the partners will cooperate in addressing issues discussed during the meeting and successful execution of the scheduled plans.
