The extend collegium of the Agency on Statistics

The enlarged meeting of the Statistical Board was held in the Statistical Agency of the Republic of Tajikistan on 16 July 2013 with participation of the management of the Statistical agency, Main computer center, statistical departments of the oblasts, Dushanbe-city, and RRS to discuss “Results of activities of the statistical bodies of the Republic of Tajikistan in the first half of 2013”.

The meeting noted that the statistical bodies fully executed all orders and instructions of the President of the Republic of Tajikistan as well as decrees of the Government of the Republic of Tajikistan in the area of statistics and successfully completed the program of statistical works for the first half of 2013.

For the reporting period, the statistical bodies released 17 publications, 106 bulletins, 47 reports, 19 information papers, and 82 alerting service papers.

The brief information on socio-economic situation in the Republic of Tajikistan in 2012 and the first quarter of 2013 was published in mass media; one press-conference was held with participation of local and foreign journalists and observers. Thirty four press-releases on three languages were released on the Agency’s website to ensure transparency and satisfy the users’ needs. Besides, the Agency provided calculations on the date of birth of 8,000,000th citizen of the Republic of Tajikistan. In addition, the Agency released data on the number of Muslims, average prices of foodstuff, on results of activities of statistical bodies in 2012, on the Global Assessment of the National Statistical System of the Republic of Tajikistan, and conducted a press-conference on 7 March 2013.

At the date of publishing of the final Global Assessment Report, the United Nations Economic Commission for Europe presented the results and recommendations on the conference in Dushanbe with participation of the government bodies, ministries, international organizations, mass media, and other high ranking officials.

The global assessment was initiated by the Statistical Agency under the President of the Republic of Tajikistan in July 2011 and for the first time was conducted in 2012 by experts of the UN Economic Commission for Europe, Eurostat, and the European Free Trade Association.

The purpose of the assessment was to check the status of compliance of the Tajik statistical system to the international and European standards, as well as fundamental principles of the official statistics and the European Statistics Code of Practice.

Only for Tajikistan, the official letter signed by the Executive Secretary of the UN Economic Commission for Europe was sent to the President of Tajikistan with the purpose to inform on the major findings of the Assessment. The letter noted that during the recent years TAJSTAT and other producers of statistical information achieved significant progress in bringing the national practices and statistical products in line with the international practices and standards. TAJSTAT is the main producer of official statistics and the main coordinating body in the National statistical system. However, TAJSTAT still needs the financial, human, and technological support from the republican budget and the international partners; recommendations for further improvement of the statistical system, regulatory and institutional base, organizational structure and specialization of labor, improvements in management and quality monitoring, as well as communication strategy and marketing process were also presented.

The meeting noted that following the Decree of the Government of the Republic of Tajikistan dated 1 August 2011 and 31 May 2012 (No.291) “On conducting the agricultural census in the Republic of Tajikistan”, the activities for timely preparation of schematic maps of the cities and regions were completed.

The Committee on land management and geodesy of the Republic of Tajikistan has prepared and submitted to the Statistical Agency a land balance with breakdown by cities and regions. To ensure full coverage of all agricultural producers, the Agency reconfirmed the list of all land users, including pre-school establishments, secondary schools, health care, environmental, and cultural institutions, industrial and construction enterprises, public utility and communication services, which shall be covered by the land census.

The agricultural census will also cover the sheltered institutions, which have the subsidiary plots. As of today, the lists were presented by the Ministry of Defense, Ministry of Internal Affairs, Ministry of Justice, National Guards, and Committee on Emergency Conditions.

Taking into account the important political event, which will be held in the republic this year, and with the purpose to clarify the date of the agricultural census, the Agency prepared the draft Decree of the Republic of Tajikistan “About changes in some Decrees of the Republic of Tajikistan”. According to this Decree, the agricultural census in the republic is scheduled for the period from 15 November to 15 December. Considering that there is limited access to some regions of the republic during winter period, the agricultural census will be conducted earlier (from 15 September to 15 October) in GBAO, regions of Rasht valleys, Varzob, regions of Zaravshan valley in Sogd oblast, and mountainous regions of Khatlon oblast.

The International Comparison Program (ICP) is an international project that was launched to make a substantial comparison of the gross domestic products (GDP) and purchasing power parity (PPP), in which Tajikistan is participating. ICP 2011 round presented information on representing goods (in total 2344 items), prepared GDP structure in line with Classification of kinds of economic activities (at the level of 5-6 digits). The works is being continued.

In conclusion, the meeting adopted a resolution with specific instructions for both central statistical body and for local statistical departments.
