Conference on the Global Assessment of the National System of Official Statistics of the Republic of Tajikistan

 Presentation on the main findings and recommendations of the Global Assessment of the National System of Official Statistics of the Republic of Tajikistan and related technical assistance activities was made in the conference hall "Dushanbe Plaza" on March 7.

The conference was attended by over 70 people, including: Mr. Odil SANGOV – Head of department of economic reforms and investment of the executive office of the President of the Republic of Tajikistan, Mrs. Lidia BRATANOVA – Director UNECE Statistical Division, Mr. Gabriel GAMEZ – Regional Advisor in Statistics of the United Nations Economic Commission for Europe, Mrs. Alzira FERREIRA – Acting UN Resident Coordinator/representative of the World Food Program, Mr. Mustafa DINC – World Bank Senior economist and statistician, Anne ABELSЖTH – Senior Advisor of the Statistics Norway, the Management and leading experts of the Statistical Agency, the representatives of ministries and departments, the media and international organizations.

The Global assessment was initiated by the Statistical Agency under the President of the Republic of Tajikistan in July 2011, and it was carried out by the experts from the United Nations Economic Commission for Europe (UNECE), Eurostat and the European Free Trade Organization (EFTA) in 2012.

Welcoming remarks were made by Mrs. Alzira Ferreira, Acting UN Resident Coordinator/representative of the World Food Program, Mr. Odil Sangov, Head of department of economic reforms and investment of the executive office of the President of the Republic of Tajikistan, Mrs. Lidia Bratanova, Director UNECE Statistical Division and Mrs. Bakhtiya Mukhammadieva, the Director of the Statistical Agency. They thanked the organizers and participants of the conference and wished them every success with their work. It was also noted the importance of statistics in today s modern society, that objective and reliable statistics are admittedly considered recognized as prerequisites for a democratic society and proper functioning of a competitive market economy.

Mrs. Lidia Bratanova in her presentation "A Global Assessment is – a tool in building an efficient and sustainable statistical system" said that the official statistics is important for policy-making in today s modern society, vital in monitoring the impact of policy and a crucial element in understanding the surrounding society. Comparable statistics between countries and regions are necessary in a globalized world: Global Assessment is a tool in building sustainable statistical system that meets the needs of users in an effective and efficient manner. The global assessment goal is to ensure a clear understanding of the state of development of official statistics in the country.

Mr. Gabriel Gamez in his presentation "The main conclusions and recommendations for a global assessment of the statistical system of Tajikistan" noted that in recent years TAJSTAT and other producers of the official statistics made significant progress in harmonization of national statistical practices and products with the best international practices and standards. TAJSTAT is de facto the main producer of official statistics and the coordinating body of the National System of Official Statistics.

However, as Mr. Gabriel Gamez noted, TAJSTAT needs additional support (financial, human and technological) of the republican budget and from international partners. He made recommendations for further improvement of legal and institutional framework of statistics, the organizational structure and division of labor, improvement of the management and quality monitoring, communication strategies and marketing and production processes.

The Statistical Agency presentation noted that during the preparation of comments to the draft report some recommendations on the Global Assessment had been implemented, and Action Plan will be developed to fully implement the recommendations together with the ministries and agencies that produce statistics.

Alisher Ashurov, the United Nations Population Fund national program officer presented the UNFPA contribution to the development of national statistics, census publications and capacity building of TAJSTAT.

Mr. Mustafa Dinc, senior economist and statistician of the World Bank, covered the contribution of the World Bank to the development, implementation and follow-up of the national statistical development strategies. He noted that the TAJSTAT-II goal is further capacity building of the statistical system of Tajikistan for preparation and dissemination of relevant, reliable and timely statistical data in cost-effective manner which comply with international standards and will meet the needs of users; the project will be built on the achievements of the previous TAJSTAT project to sustain progress and contribute to the implementation of the NSDS, focusing on the priority areas within strategic objectives.

Mrs. Anne Abelsжth, Senior Advisor of Statistics Norway, informed about the project for the coming three years as far as improvement of statistical capacity in Tajikistan is concerned which will be implemented through bilateral cooperation between Statistics Norway (SN) and Statistical Agency under the President of the Republic of Tajikistan: IT and register development, economic statistics development, support to training centre, metadata and dissemination.

Mrs. Shukufa Ibodova, UNICEF representative, made a presentation of the UNICEF contribution to monitoring and development of the national statistical capacity focused on children in Tajikistan through TransMONEE and TojikInfo; Mr. Sanginboy Sanginov, the FAO national project manager, made a presentation of the FAO contribution to the development of the Food Security Statistics.

Mr. Igor Chernyshev, senior international consultant on labor statistics, informed of the ILO addition to the Global Assessment concerning household surveys, classification and nomenclature, and labor market statistics. It was said about the need to start establishing the efficient and functional Labor Market Information System. He also noted the following: "The Statistical Agency has no financial support for the conducting of regular (quarterly) labor force surveys to obtain regular data to monitor the situation. ... All the speakers were unanimous in their advice and wishes to help the statistics and the Government of the Republic of Tajikistan to organize the collection of reliable, timely, complete, regular and consistent statistics based on modern methods, concepts, definitions and classifications. So ... let s think how to join efforts to provide assistance."

In conclusion, Ms. Lidia Bratanova expressed her full satisfaction with the global assessment in the Republic of Tajikistan and its presentation at the conference. She noted that the global assessment of the statistical system should be used as benchmark for further development of the statistical system and building capacity. Coordination is required both at the national and international levels.

Mr. Mustafa Dinc said that the National Strategy for the Development of Statistics is based on the Global Assessment and the Global Assessment helps the World Bank to quickly prepare a project. Mr. Gabriel Gamez also expressed his opinion on the coordination, bilateral cooperation and setting priorities.
At the final meeting the representatives of ministries, departments and international organizations expressed their views and suggestions.

Mrs. Mukhammadieva B.Z., the Director of the Statistical Agency thanked all the participants for their fruitful work and expressed readiness to implement the recommendations to upgrade the statistical methodology for the production of best quality information that ensures the achievement of state strategic goals and objectives based on the collection and analysis of comprehensive, evidence-based official statistics on social, economic, demographic and environmental situation of the Republic of Tajikistan in accordance with the basic requirements for monitoring of the macroeconomic situation, poverty, and international standard.
