The first global assessment of the national statistical system was carried out at the Statistical Agency on March 26-30, 2012 by the following experts: Mr. Gabriel Gamez and Ms. Zeynep Orhun from the United Nations Economic Commission for Europe (UNECE), Ms. Siv-Irene Pederson from the Eurostat, Ms. Andrea Scheller and Mr. Heinrich Brüngger from the European Free Trade Organization (EFTA).
The purpose of the mission was to assess the level of compliance of the national statistical system with the international and European standards, including the fundamental principles of official statistics and the European Statistics Code of Practice.
After meeting with the top management of the Statistical Agency under the President of the Republic of Tajikistan, the mission interviewed all heads and individual staff members of the subject matter departments, including the main computer center. The following issues were discussed: legislation, structures, top management, planning and programming, methods of organization and resources, human resources, review of major data sources (administrative data, comprehensive surveys or total enumeration), and also data processing techniques, management methods to improve the data quality, quality control and data storage methods, data collection, processing and analysis in all branches of statistics, data dissemination / communication process, relationships with key customers and etc.
In addition, there were meetings the representatives of the line ministries and agencies that produce statistics: the Ministry of Health, the Ministry of Education, the Ministry of Agriculture, the Ministry of Finance, the Ministry of Economic Development and Trade, the National Bank, the Customs Service under the Government of the Republic of Tajikistan.
The Global Assessment mission and the Statistical Agency experts visited the statistical offices in the city Vahdat and in the region of Tursunzode, where they got acquainted with the implementation procedure of the statistical work program, relations with the local governments, problems and challenges of the local statistical offices.
At the meeting with the mass media representatives there was open discussion and exchange of questions about their relationship with the Statistical Agency, and also about the level of trust in relation to the official statistics.
There was a meeting and discussion on the role of statistics in the monitoring of capacity building programs, on current and future projects of technical cooperation in statistics with local and regional representatives of international organizations: UNFPA, FAO, UNISEF and ADB.
The experts will send the preliminary report on the Global Assessment of the National Statistical System during the next mission in July 2012.
